CoRe Loop
“Micro-Multilateralism”

A testable research–policy tool that turns the Pact for the Future into measurable local delivery through youth-led peace education across borders.

From Pact to Practice: Closing the Implementation Gap

Global commitments move faster than delivery. Under shrinking resources and rising distrust, multilateralism needs implementation models that are (1) auditable, (2) scalable, and (3) locally owned. UN staff and delegates often lack practical tools to translate agreements into measurable community outcomes—especially in conflict-sensitive settings.
  • Declarations travel faster than delivery.
  • Under funding and legitimacy constraints, implementation must be auditable and scalable.
  • UN staff and delegates need rapid, evidence-ready tools for local delivery.

What CoRe Loop Is

CoRe Loop is a modular protocol + safeguarding workflow + evidence kit enabling comparative evaluation across sites.

1. Co-create learning artifacts
2. Deliver & Facilitate in conflict-sensitive settings
3. Capture Evidence (minimal-burden measurement)
4. Return & Redesign (close the loop)

“CoRe Loop is a modular protocol + safeguarding workflow + evidence kit enabling comparative evaluation across sites.”

Evidence Dashboard (KPI & Scale)

・11,213 learning artifacts; 193 artifact types
・512 overseas implementations; 18 official news releases
・50+ schools; 10 countries; ~10,000 participants (est.)

Pre/Post Survey Evidence (Testable Outcomes)

・Self-efficacy: 3.12 → 3.66 (+0.54)
・Human rights sensitivity: 3.02 → 3.47 (+0.45)
・Learning motivation: 3.06 → 3.58 (+0.52); Cohen’s d ≈ 0.5–0.6

Field-Verified Cases (Traceability & Return Loop)

・“Create → Deliver → Co-create → Return” case set
・Japan ↔ partner countries learning exchange (auditable trail)
・Peace education and humanitarian-linked projects (examples)

CoRe Loop Implementation & Evidence Rubric (4-Level)

表(他社比較)はタブレット以上のサイズでのみ編集可能です
(実際の公開ページではタブレットサイズ以下で横スクロールが表示されます)
1 Emerging
2 Developing
3 Proficient
4 Exemplary
Co-Create Quality
Outputs exist, but purpose, audience, and problem framing are unclear.
Purpose/audience identified, but evidence, structure, or logic is weak.
Well-structured outputs aligned to recipient needs; creators can explain rationale.
Context-fit outputs with improvement options; demonstrates iteration and design maturity.
Delivery & Facilitation
Materials are delivered, but not integrated into a facilitated learning session.
Implemented, but procedures are ad hoc or dependent on individuals.
Delivered as a replicable session with clear roles, timing, and facilitation steps.
Repeated delivery across classes/sites; local partners demonstrate partial autonomy.
Reciprocity & “Return”
No recipient feedback captured; loop does not close.
Feedback exists but is fragmented (e.g., impressions only).
Feedback is documented and used to improve the next cycle.
Sustained co-improvement: both sides generate new outputs and continue cycles.
Evidence Capture
No systematic data captured or data are scattered.
Partial capture (either KPIs or survey fragments).
KPIs and surveys are captured with repeatable pre/post comparison.
Pre/post + complementary data support mechanism analysis (why/when it works).
Safeguarding & Ethics
Consent, anonymization, and child protection practices are unclear.
Some safeguards exist, but procedures are not standardized.
Consent, media rules, and data handling are documented and consistently applied.
Risk assessment, exception handling, and third-party accountability are in place.
Equity & Inclusion
Benefits limited to a narrow group of students/schools.
Participation exists but roles/opportunities are uneven.
Diverse learners participate with fair role allocation and access.
Inclusive-by-design across learning needs; equity of reach and outcomes is monitored.

Verification Settings
(Conflict-sensitive and Post-conflict Education)

CoRe Loop has been applied in conflict-sensitive education contexts, including post-conflict settings (e.g., Deir Ezzor, Syria), to test implementation fidelity, safeguarding feasibility, and measurable learning/peace outcomes.

Measurable outcomes
We report measurable learning and peace-related outcomes using repeated surveys with pre/post comparison. To minimize burden on schools while maintaining evaluability, we track a small set of core indicators aligned to the CoRe Loop theory of change (agency, rights-based awareness, and motivation to learn/act). Results are summarized at aggregate level and can be disaggregated by implementation site where available.
